Well, first you must find Sky Pillar, a building located on an island on the northern edge of route 131 (in ruby, sapphire, and emerald version, of course). Inside you will find Rayquaza, but be careful since it is the highest-leveled wild Pokemon you will find in this game. Remember: always save before trying to catch a legendary Pokemon, and good catching!

You can't get Kyogre in Pokemon Ruby but you can get Kyogre in Pokemon emerald and sapphire and in ruby you only get groudon and rayquaza. In sapphire you get Kyogre and rayquaza and in emerald you can get groudon, Kyogre, and Rayquaza.

You have to trade Kyogre from Pokemon Sapphire, and you must trade Rayquaza from Pokemon Emerald.
