Unfortunately, no, cards you create can't be published and I do not believe that yugioh accepts card suggestions.

There really isn't a way to get yugioh cards published. If you have an idea for a yugioh card, I'm pretty sure you can try e-mailing or writing to Shonen-Jump or Konami. The only other card published by request from somebody other then the company themself was a child in the Make-a-Wish Foundation who wished for a Yu-Gi-Oh card named after him. Yu-Gi-Oh then produced one copy of Tyler the Great Warrior.
