First create your family, then move them into a small house or small lot. Then type control+shift+c and a cheat box should pop up at the top of the screen. Type in "motherlode" for the sims 2 and 3, or "rosebud;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;" for the original sims. Then, move out your family with a button on the top of the neighborhood view for the original sims, and a button in the bottom near create a family for the sims 2. You should then be rich! Pick any big house you want to move your sims into!

In order to add a Sim to your city, you can do one of two things. You can build a house (depending on your taste, it could be rather costly) and add a Sim once it's built OR you could buy a crib which will give you the prompt to add a baby Sim. Hope that helped.
