If it is skipping due to minor or moderate scratches, a cheap but effective method is Chap-Stick and a tshirt. Apply a small amount of Chap-Stick, rub it into the disc so the entire playable (silver) surface is covered. Gently buff it back off with a soft cloth like a tshirt. Make sure you clean it until there are no more smears. This works just as good as any of the repair glazes that you can buy at a retail store.
If a DVD does not play, you can try to wipe it with a soft cloth to remove any dust or smears. If the problem persists, the disc may be damaged.
