First,you need to go to the stronghold of security in barbarian village.You have to kill minoutars on the first floor to get the right half of skull.On the second floor,kill flesh crawlers to get bottom half of scepter.On the third floor,you have to kill catablepoons who will drop top half of scepter and finally,on the fourth floor,you have to kill ankous to get left half of skull.Use the right skull with the left skull and top half of scepter with bottom half of scepter.Now it is complete,hope i helped!!!!
