You can frighten animals off the tracks so you don't mow them down, and some weaker enemies will be forced away by blowing the whistle a lot when they're near. This is actually necessary later on in the game. And boulders are simply impassible until you can blow them up. Perhaps a visit to the Castle Town would be in order...
