How can you get a plane from Grand Theft Auto vice city psp?

There are no planes in GTA Vice City, only helicopters and a skimmer, which lands on water only, if you land it on land, you wont be able to fly it again. To get a skimmer, you need to finish the mission 'Dildo Dodo', to get a helicopter, one of the ways is to purchase Hyman Condo which is at the northern area of the West Island, and you enter the door which takes you at the roof and you will find a helicopter there.
