I don't know if you are looking for a cheat or something, but you can always trade with somebody else as soon as you get three pokemon.
you must trade with a freind that has a starter pokemon that you dont have.
Yes, the national pokedex is the pokedex that holds every Pokemon from every generation whereas the pokedex itself means a pokedex for one generation. For instance; In Red/Blue/Yellow the three starter Pokemon make up the numbers 1 , 4 , 7 and in Ruby/Sapphire/Emerald the three starter Pokemon also make up those same numbers 1, 4, 7 In the national pokedex the ruby sapphire emerald starter Pokemon are numbers 352, 356 and 360 (i think) and the red blue yellow are 1, 4 ,7 because they are the first generation.

No way you can't get a johto starter Pokemon in Pokemon leafgreen. The only way is to trade with someone to get it.
go to professor birch and you will be able to chose from chikorita, totodile, or cyndaquil a.k.a the three johoto starter pokemon.
actually you can get the three starters in silver and gold by puttng your starter in the PC saving and turn it off while its saving then youll atomaticaly restart the game but this time choose a diffrent starter. the other starter will still be in the PC so now youll have 2 starters just repeat to get the third. I have done this
