There's a trader in the Undernet that gives you one (FolderBak in Blue and NaviRecycle in White) for 200 bugfrags. You can only reach him from the Hot Tub comp, I think. Try GameFAQs.
You don't--Punk doesn't exist in White, only Blue. If you hack the game, you can trigger a fight with him, but there's no point--you're not supposed to get his chip, and it doesn't have any bearing on gameplay.
When megaman becomes worried (which happens after he gets hit a bunch of times without returning any damage) darkchips will appear in the custom window. Though you have to own them, obviously, for them to show up.
None. 1 giga is a pure number. It has no association with time (or any other measure).
If you meant Boss Battles mode, no. If you meant if you can battle any bosses, then yes (there are Master Hand, Crazy hand, and Giga Bowser is half boss, half mini-boss).
The game doesn't use any RAM it's magical.
Um . . . with zennys. Like any normal purchase: x amount of zennys for product y. Antidamage can be bought from one of the above: the net-trader in ACDC 2, the netshop in ACDC Square, or the netshop in Sci-Lab Square.
Not necessarily. It depends on your card and the network in belongs to. Most banks in the US accept cards outside their network, but you have to pay a fee. In Europe you have to have a card with a chip and fees will be added, if they accept the card.
No. Lan got married without any trouble since the Gregar/Falzar incident.
Chip? Dodge does not have any replaceable "chips" in any of its computers.
Gamesharks are cheating systems bought at any local video game. They are not items in the game.
Every fully evolved Pokemon can learn Giga Impact. Fully evolved means that it cannot evolve any further.
Try using sword chips, of any kind: if it's a sword attack, it should do damage.
