The way I know:

You can get one on Pokemon Colleseum. (it's a game for the gamecube)

than trade it to your sapphire or ruby game using the link cable (the one you use to conect a gameboy advance to a gamecube)

than you have to migrate it to your diamond (or pearl) game.
