Latias is an elusive Pokémon. Latias has absolutely no set location. It can be found anywhere. (except, I believe, in caves) Any ocean, any patch of grass, any place Pokémon can be caught. Latias, if you are lucky enough to spot one, flee once its turn comes. Once it goes, you can't ever get it. I also believe it can only be caught with a master ball.
