We don't have a "ministry of higher education". You will have to take your transcripts to a college or university and have them analyze them. They will tell you if you qualify for an equivalent degree from their university. If you don't, then you will have to attend classes to get the degree finished here. If it is something like a medical degree I do believe that the American Medical Association has a section that can analyze your credentials or the medical board of your area can also do that, but you may still have to start at the university/medical school level.

Diploma Equalization is something done in the UAE. It must be gotten from the Ministry of Higher Education in Abu Dhabi. This is to prove that the degree gotten in a foreign country is up to UAE standards. Documents needed are transcript from high school and college or university, and diplomas from high school and college.
it is a private board, but recognised from hrd ministry and govt. of India. hrd ministry letter says that these certificates are applicable for higher education any where in India for all the courses except engineering and medical courses.

Yes, the board is certainly recognized. In fact, I had my certificate assessed by the Victorian Curriculum Assessing Authority, Australia, and it was deemed to be a recognized board and the qualification equivalent to a senior secondary school certificate.
