It is a random drop on missions with "chance to loot" performed on dates between 29.10.09 and 04.11.09 as part of the Mafia Wars Halloween promotions. To the best of my knowledge there is a % chance no matter what the level of mission - with looting - you attempt however I do not know if the chance ramps up or down based on level. You can also gain it - again randomly - from fights. Hope this helps. FYI: apart from a medium-high defense boost & bragging rights its not all that great, if you have to work or be away for those dates you won't miss much...I am also not certain these uniques won't disappear after Halloween....as if by MAGIC!
