Find a recipe that uses only one or two easy to obtain materials. Iron Daggers are a good choice. Visit all the stores and buy all the iron ore, iron ingots, and leather. Smelt the ore into more ingots and use a tanning bench to turn the leather into leather strips. Then make as many daggers as you can, to slowly train the skill. If you have the Warrior's Boon standing stone power, it will train the skill a little more each time you create a dagger.

This is from personal experience. Making Iron Daggers is the fastest and cheapest way to level your smithing.
