It depends upon the subject.

If you want one on yourself or another human, cosmetic surgery is the quickest and easiest way. If you cannot afford that, some pixie dust can be found in Neverland, but the imports are much cheaper in Narnia. Sprinkle half a tablespoon over your breakfast cereal daily, and results will begin to show in about three weeks.

If you want to grow one on a horse (or pony or zebra), the best way would be to just breed the horse with a unicorn. The horn gene is recessive, however, so do not be shocked if the baby does not have a horn. A common mutation may occur resulting in the bicorn, whose horns have magical properties and can be used in many potions.

If you have a specific horse in mine, cosmetic surgery will also work on the horse. However, that will be much more expensive and complicated. It is best to inbreed horses until the horn gene shows up. Then, breed the unicorns with more unicorns to be sure that the horn gene will stay.

If you have another animal, you are out of luck. They simply cannot grow those without cosmetic surgery. HOWEVER, you can go to Hogwarts and search for Professor McGonagall. She is an expert in transfiguration and can make your animal have a horn. Beware of the lofty costs. If you don't live in England, be sure to convert your dollars to pounds.

There is one exception: Llamas. They can grow horns, but this has to be done by breeding them with unicorns. You have to ensure that the horn gene stays present while making the creature more llama-like. Good luck, this has only been achieved three times in recorded history. Once by Charles Darwin, once by Albert Einstein, and once by Chuck Testa.

In short, it is very difficult to grow a unicorn horn. Unless you're part of the pixie dust trade from Neverland to Narnia. There are also trips to Alagaësia, but the shipping and handling is much more expensive, rendering these impractical but necessary. There aren't faries or pixies on Alagaësia. Just Elves, Dwarves, Humans, Dragons, Urgals, and weird spirit-like things. They're weird.
