As far as I know, You can reset windows user account password in safe mode(F8 when booting up). But if you forgot administrator password, you must reinstall windows OS or use the "Windows Password Seeker".

To open any program file as an administrator right click on it and click run as administrator. If you are already an admin you won't be asked for a password. but if you are a standard user or a limited user you will need to enter an admins password.

There is absolutely no way to "hack" a Windows 7 password, unless you are the FBI or CIA and have the tools that you would need. You can however get into Windows by using your password reset disk if you forgot your password.
