No one could shed some light on this "unlocked NR": unlocked with No Restrictions for any network? Unlocked with No Reserve for any network? The HTC EVO 4G can is only available for the Sprint Network. So because you have the Verizon network you cannot use this phone. But as an alternative you may switch to a large variety of Android phones instead.
