A good way to increase the size of your legs without becoming chunky, is to take up sports such as rowing, dancing, tennis. These will help strengthen your legs, making them curvier but they will still be toned.

its not really possible to actually reduce leg size, unless you are overweight. if you have naturally larger legs then there are ways to tone up, like jogging, or cycling. But it wont like minimise your legs. Sorry!
