if you are having problems i would contact the steam support forums but it installed fine on my Win7 64bit Machine , just go on steam and purchase it and install.
You can only install 64 bit Windows Vista on a machine with 4GB ram. If you have enough ram then you need to do a clean install. To do this boot up your machine with the 64 bit Vista CD. Then follow the on screen instructions.

I also found out that I have to preform clean install to have 64-bit version of Windows 7 because I have 32-bit version of XP. You can't install C++ programs on Windows 7. The compatibility issue is due to turbo software not due to Windows 7. Turbo C does not work on Windows 7 because Turbo C is 16 bit application where Windows 7 does not support 16 bit applications. But there's a tool which allows users to install 16 bit applications on Windows 7. The tool is DOSBox. Use DOSBox to install Turbo C in Windows 7.

You don't. 64-bit Windows is completely incompatible with 16-bit programs. Besides, Adobe Photoshop 4 is, what, 10 years old? It probably doesn't run right well on recent 32-bit versions of Windows, either. If you desperately need to run it, install a virtual machine with an older version of Windows on it. Windows 98 and Microsoft VirtualPC should do fine.
