Any vehicle that runs in water should run in waste water also, though you may want to look into better-than-average corrosion resistance. The main thing is to make the undercarriage or hull or whatever (the part that touches or is submerged in or just above the water) watertight, and to make any moving parts in that area as resistant to water as possible.
If you mean a vehicle that runs ON waste water (as fuel) ... good luck with that; have you ever heard the expression "You can't get blood from a stone"? Getting energy from waste water works only slightly better than that.
