easy! get charmander no evolving til lvl 50 then go to nugget bridge beat them all and then talk to the award guy (it will not work if charmander is evolved, if you chose someone else, or if he doesnt reach lvl 50)and then as you talk when he asks about getting a team rocket member:
if in fire red:press a,b,a,b,r,l,r,l.
if in leaf green: press a,b,a,r,r.
then a box will appear answer yes and new game with mew and mewtwo with no cheat it is.
