The cellular telephone industry has something called the "Bandit list." This is an industry term for a list of ESNs of cellular telephones that have been reported stolen. If you copy the ESN of a used cell phone you are considering buying, and check with any cellular provider to see if it is on the Bandit list, they can tell you yes or no.
