The Legendary Dogs AKA Raikou, Suicune, and Entei are known as roaming pokemon which basically mean when they appear in the game they continously move around the map making it hard to capture them.
Each will not go to any of the islands in the game so you can set that aside.
They don't usually move in a pattern however some hotspots where they come to often are: Route 1, Route 4, and Route 7.
That's where I've found them the most but they can appear in any other route.

LeafGreen - how to chatch legendary dog?
Easiest way-Have a friend give you the legendary dog your trying to catch then look at your pokedex and track down the dog then when you go into the grass it will show up now use the masterball and your done. Medium way-Look around Route 1 the dogs love to come there when you find it use the masterball. Hard way-Look around Route 1 until you find it then weaken it to red hp and it will run away find it again then paralyze it will run away again now find it again and when you do try using an ultra ball it will probably fail and it will run away to prevent this send out a wobuffet when you are fighting the dog then try to catch it.
