Click on your profile pic>Settings>Design>Change Background image
when you make your twitter page it asks you do you want to upload a photo.
You cannot add facebook background. You can only add Facebook cover photo and profile picture. Background is added on Twitter.
Go to settings>Design and their you can add a background to your account.

If you want to make a twitter background, the best option is Youtube so go to Youtube and type in How to make a Twitter Header using Photoshop and there will be a tutorial on how to. Just follow that and you should be good.
You can't you have to do it on the web version of Twitter.
You will have to use software outside of Twitter to do so before uploading to Twitter.
