You need to employ a Sim on a community lot first, and read the following information:
* Gold Badge-3 points * Silver Badge-2 points * Bronze Badge-1 point To be able to make a hired Sim a manager, they need to have at least 5 points worth of Talent Badges. For example, you can promote an employer to manager if they have a Gold Badge in Sales Talent and a Silver Badge in Restocking.
