Well it is very simple.All you have to do is hitthe drums harder.
To make a higher pitched sound , slighty tapthe edge. To make a louder and lower sound hit and slide your hands.
sometimes the drums do not make a sound, because they are on the floor, so the sound cannot leave the drum. make sure it is above the ground and then play it, it should make sounds then. there are some drums which don't need to be off the ground to make the sound, but make a better sound if are off.
Whether sound is loud or not depends on how it is produced. The temperature doesn't play a major role in this.

Drums work when you hit the drumhead with the drumstick. Thus causing the drumhead to vibrate. The vibration passes through the air hole which causes the drum to be louder. If you'd cover up the air hole the drum is very quiet. Drum can work without a head on the bottom of the drum however this changes the sound of the drum. Some people like that sound. Some don't, I personally do not.
As a rule,the higher the strings are off the fingerbord,the louder the sound. You are going to be limited of course,because the higher the strings,the harder to play. Heavier gauge strings are louder than light gauge.That's the reason that bluegrass musicians use dreadnaught size Guitars,Usually Martin,with a high action and heavy strings. The decibels depends how close you measure to the harp. The closer - the louder! And the louder you play the more decibels you get. The distance is very important if you measure with a sound pressure level meter.
