There is a patch for XP which seems to make it work on Vista as well. See the links below.

The game can be played on Vista, however only in version 1.0 as far as I have tested, I upped to version 1.1 and suddenly it won't let me in. If you find it doesn't work on version 1.0 for you, what I did was go into the start menu folder for Gangland, go to the render config and then change it to render 3D instead of GL, then advanced settings and set all options on except for the window mode and also set the resolution to that of your desktop. As far as I can tell, these are the options that got it to work for my Vista, however keep in mind that the game is still relatively buggy, and things such as quitting to desktop can only be done using Ctrl-Alt-Del as the game tends to freeze when you attempt this.
There is a windows vista freeware that you can download and use. Simply search dreamrender for windows vista freeware and you should come across it.
The easiest method is to verify with the vendor that the application downloaded will work on Vista. You are running Vista on a 32bit computer the application might have a chance to work, you can make software applications run on Vista by setting the compatibility mode to an older version of Windows. If you are running Vista on a 64bit computer the application will not work at all. The application will need to be a 64bit application and vista compatible.
