You could put political pressure on your state government to REDUCE the budget allocation for operating these facilities, however passing a LAW to do the same thing is pretty much out of the question. Operating correctional facilities and prisons is a function, and a routine cost, of government and it is doubtful that you could pass a law to lower their costs any more than you could pass a law to lower the costs of operating and running your school system, fire department, police department, or garbage collection.
