You will notice that your budgie will be scared of your hand at first. To fix these problems, follow these simple instructions.
Step one: Try some millet spray. Hold the millet spray in your hand and slowly move your hand closer to your budgie. While your doing that, talk to your budgie in a quiet and gentle voice. You will see that your budgie will move closer to your hand and trust you more.
Step two: Once your budgie is on your hand, try petting it gently. Most budgies like it when rub its chest with your finger. Pairs of budgies to this all the time. This is called "preening". Now that you know these two steps you can care for your budgie well.
*Remember, never force your pet to be tamed. It takes time and patience.
Taming a budgie is not hard work. It is important to remember that a connection must be made with the bird to have it warm up to you. Over the course of several days, stay close to the budgie so it can get used to your presence. Slowly, move even closer to the bird by introduction your hand to the cage and eventually bringing food in on your hand.
You can get a budgie at your local pet store (pet supermarket, petco, etc...)
This usually depends on the budgie or the store. If you buy a really fancy budgie, it may cost as much as a ferret or more. A regular budgie costs as much as $20-$29.
Whether that is normal for your budgie will depend on what you are referring to. Budgie is a nickname for a budgerigar, a type of pet parakeet that is quite common.

yes and no
Yes you can hold your budgie. There are two ways to hold your budgie one way is to carefully put your hands over his/her wings and pick him/her up but I find that most budgies don't like to be held that way. The other way is to put your finger or your hand against his/her stomach and push lightly against it and he/she will step onto it. Your budgie must be tamed for him/her to step on your finger or hand. Have fun holding your budgie.
When they first found yes but they were tamed, like for example the husky It was found and still is found in the wild and then tamed and kept as a pet.
