The WikiAnswers site does not allow you to have two identical questions. If there are two questions that would have an identical answer, then they should be merged. Only Supervisors have this ability.
If the two questions are nearly identical, either recommend a merge, or ask a Supervisor to merge the questions for you. If the questions are not the same, but have the same answer, it is alright to copy and paste an answer as long as you wrote it. Don't take credit for an answer that you did not write.
If the non-protected question doesn't have an answer, then you can merge it into a protected question. However, if the non-protected question does have an answer, then it cannot be merged into a protected question.
How a Non-Supervisor Can Make a Merge RequestDecide which of the 2 questions is better worded. Edit the wording of the lower-quality question to read exactly the same as the better-worded question. You will then see a pop-up box telling you this:"The question [wording of the better-worded question] already exists. Currently, the ways to merge duplicate questions (that differ immaterially in content) are not as quick as they could be. A feature is planned whereby you could search for specific keywords and edit (and merge) questions without loading separate pages for each question.
As a regular member, you can request that the two questions be merged and the supervisor community that handle the merge requests deal with all of them. Regular members cannot merge questions, I'm afraid. However, as a supervisor - we can merge questions to make them one-standing question.
Suggesting a merge sends a question to a CA to approve or decline a merge. When you merge questions, you do not change the wording of the questions. Normally we would not notice that the questions do not change because the merge happens instantly, but since there is a delay, we notice it. Don't worry even though it looks like nothing has happened, something will happen.

There's no easy about it. The only way is the "Improve" the question and reword exactly as the duplicate question (make sure that they really are asking the same thing). Then a supervisor should come along and the merge the two questions into one.

Answers.com does merge similar questions which will have similar answers. Because there are so many ways to ask the same question the community ties to merge these in t one excellent answer thereby allowing the system to find that answer if the question is posted in a way it has recorded previously. The issue comes from poorly created questions which require additional help, often from the supervisors to trace down what exactly they are looking to achieve.. Answers.com will only delete questions that cause harm
