i have the same problem, i washed my numnah thinking maybe the buildup of hair could be making it slip and not grip properly and I'm trying a breast plate today to see if it helps side slipping. i will let you know how it works.
They have a type of pad called a riser pad. It is a thick layer of foam that fits to the saddle on top of the regular pad and is especially high at the whither area. It is also good for the horses back and in an English saddle it makes posting more comfortable. I am not sure if they make them for western saddles or not.
