If its the gba one im not sure but if its for the wii use WART it seems to be the best program for it

Garmichael1 on youtube explains a little and so does: http://www.ehow.com/how_6941218_use-mario-bros-level-editor_.html but they don't explain everything, since they are both talking about old builds which have less and are less complicated, but if you download the newest build such as 336 at: http://nsmbhd.net/?page=download then here is how. open up the folder and click NSMBe5 (New Super Mario bros. editor version 5). It will ask for the file name. You will need to have a new super mario bros (usa) ROM for this. You can get one at a lot of sites such as lotsaroms.com, romsite.net, emuparadise.me, etc. .Click on that file and press open. a window should be open and it will be on the level listing tab. press the + sign next to one of the worlds to select a level. if the level has a + sign next to it press it and select an area, otherwise select the level and press edit level in the bottom right corner. another window should open up; you should be in the second tab where you can edit platforms and items. It looks complicated but it is fun and easy once you get the hang of it. you can either start fresh by selecting everything and pressing the delete object which is located on the left side of the screen, on the right side of add object; or you can build on whatever was already created by Nintendo in that level. on the left side there should be items and the tabs right above them saying tileset 0, tileset 1, and tileset 3. switch between those for more items. select items and place them on the level by right clicking. the enemies and others are placed in the third tab above with a bug on it. scroll through the list and press the item/enemy that you desire and put it on the screen. selections in red can only be accessed in certain levels. entrances are a little more complicated, so if you want to know about them and others, contact me at: kippsterex@gmail.com
