By building massive, high walls. The cost of building this protective wall would be very less expensive to the cost of damages caused by tsunamis. If China has built their huge and very long wall a long time ago, why that tsusamis-proof wall can't be constructed today in cities were tsunamis are predictable to happen?

You can build a wall underneath (but high enough to block anything) the deck of a beach so when a tsunami comes you can see it and have time to run away.
