Those fuel pumps only made about 4 psi, so there would never be a reason to reduce it. If you are having problems with fuel overflowing the carb, it is more likely a needle and seat problem or a bad float.
The fuel pressure required on a 1974 Chevy 350 is 7 to 8 1/2 psi.

Rpm needs to be set at 800 - 900 .. that is factory setting.
You have to use the flywheel for the 1974 engine and the clutch plate for the Trans Am.
Whether you do it through the valve covers or elsewhere, yes the engine needs positive crankcase ventilation.
