I would be inclined to suggest you turn the air pump off. Bettas do not like or need that kind of disturbance (heaps of rising bubbles) in their tank and it will certainly be doing the fish no good. If you drive a filter with your air pump you will be doing something positive that will benefit the fish. Any food left in the tank must be syphoned out immediately after the 15 minutes you should allow for the fish to eat what you give it. Failure to do this will eventually result in poisoned water and dead fish.

To reduce the amount of food in the substrate feed your fish less food and replace 10% of the water in your aquarium every week. At the same time vacuum your substrate to remove the excess food and fish waste. To prevent excess food only feed your fish once a day and only enough that they can eat in two minutes.
