The scientific method (at an absolute minimum) must include these steps:
1) Construct a hypothesis
2) Test your hypothesis by doing an experiment
3) Analyze the data gathered from the experiment and draw a conclusion
Gathering the data to analyze for step 3 will (almost 100% of the time) involve taking measurements in step 2.
