You cannot tell if your e-mail has been viewed or read although Outlook users can request a read receipt.
You can check if an email has already been sent by looking in your Sent folder in your email client or service. If the email shows up in the Sent folder, then it has been successfully sent. You can also check your Outbox to see if the email is still waiting to be sent.
Once an Email or IM has been sent, it cannot be retrieved. (but you can go to your "sent" to see what you sent.)
If an email is sent to a user using 'BCC' that user can see the addresses of other recipients who were not sent as 'BCC'. However, none of those that received the email can see any of the 'BCC' recipients, and thus cannot respond to them.

If you receive an email with Cc listed at the top of an email followed by your email address that means you have been sent a copy of an email which was originally sent to someone else. If you receive an email with Cc listed at the top of an email follwed by someone elses email address that means a copy of the email which was sent to you was also sent to someone else, being the address beside Cc.

It means "Carbon Copy." "To"s, "Cc"s, and "Bc"s are all about recipients being able to see who else the email was sent to. This is different as opposed to a normal recipient because if you select someone as a Cc, then they will see Everyone the email was sent to, but no one else will see there name on the "Sent to" roster.
You can keep track of your read messages and sent messages to see if there is any tampering. Or, for safety reasons, change your password if you think it has been compromised.
On most email systems, the date associated with the message will be the date sent, at least to those receiving it. I am not sure there is any way that your recipients could see when you started the draft..
