Right next to the text field when sending a text message is a round button with a camera on it. You press that button and choose is you want to take a photo or video on your camera or choose a photo or video you already have saved on your device. once you have your picture, it will appear in the text box of your message. You then press Send and the picture is theirs.

From the messaging menu, select "New PIX Message". Now, enter the phone number of the cell phone to which you want to send a picture.

If you mean to send a message from an ipad to a phone (or any device that receives texts), yes, you can. The only thing is is that you need wifi or 3g. You can send texts by installing an app from the app store that allows you send texts (the one i use is called Text Now. You can send texts and make calls, but you have to pay to make calls). Before cell phones, the only way to send a message was to write a letter. Now people use their cell phones to send a message. They make some words shorter, like are is r, and expressions like laugh out loud is lol.
