there are few ways to reduce eye strain, a few include:
-turn down the screen brightness a bit
-if possible, enlarge any small type, making it easier to read
-take a break if you have been looking at the pc for a long time
-roll your eyes in their sockets (sounds wierd, but it relaxes the eye muscles)

One would not suffer from any significant eye strain from watching television on a 7 inch television. Eye strain is caused more by the closeness of the view to the screen rather than the screen's size.
I would go with an LCD screen, I switched to one doing my website stuff and it seemed to help with the eye strain/ headaches.
Sorry to say 12 hours a day isn't normal, 6 House a day is top limit for anyone that uses a pc, mainly because of the eye strain, headaches and over time it can have a long-term effect on his eye sight, it's not good for his health.
