Many materials have been used to build fortifications that are softer than a metal bullet- logs, bags of sand, bags of corn meal- and during the American Civil War, bales of cotton were used as makeshift "armor" on river boats. The key will be having a thick enough layer of material to catch and slow the bullets. Depending on the material, that may be a VERY thick layer!
