You would have to shave it before then. The only way is to wax then you wont have to shave as much.

The hair follicles may get damaged and the hair may never grow back. This shouldn't be a problem as long as you don't tweeze the wrong hairs.

Draft horses are the main types of horses that have long leg hairs extending over the hooves. Such breeds include Clydesdales, Shires, Welsh horses, Ardenne horses, and Gypsy Vanners.
I'm no expert, but whenever I have them they are ingrown hairs caused by shaving (although you can get ingrown hairs if you don't shave,too). I find that when I exfoliate more frequently after shaving, I have fewer ingrown hairs.
