If it shows a lot of ware or scratches it is most likely circulated. If it shows very little or no ware it is uncirculated.
You can't tell where ANY coin was circulated because there's no way to track where it was spent and how it travelled during its existence.You can, however, tell where a coin was minted by looking for the mint mark. On a Peace dollar it's near the word ONE:No mint mark = PhiladelphiaD = DenverS = San Francisco

Two types of silver dollars were issued in 1921, a Morgan dollar and a Peace dollar. The easy way to tell the difference is on the reverse (back) of a Peace dollar the eagles wings are folded, on the Morgan they are spread out. Post a new question after you find out which one you have. The values are very different.

$4 to $15 depending on how worn it is. However, it's not a silver certificate. The red ink and wording at the top of the bill will tell you it's a United States Note. The last $2 silver certificates were dated 1899.

It would depend on condition and mint mark if you wanted to know what the collectors value would be. I can tell you this. Just the silver in that dollar alone is worth $27.06 as of July 5, 2011.
