You can tell if a 1941 penny is MS-60 if there are no trace of wear, light blemishes and it has a brown or red-brown color.
To determine if a coin is MS60 it must be seen. I suggest you take it to a coin shop and have it appraised.
An MS60 is the lowest of the uncirculated grades. The coin will have no wear but will have marks from other coins touching it and maybe a few light scratches. It may or may not have mint luster. An MS65 is a mid-range uncirculated grade. The coin will have full luster and very few light nicks and scratches.
The best thing to do is take it to a coin dealer for a accurate assessment.
It depends greatly on the year and condition. Without knowing those 2 things, it is impossible to tell if you have a 3 cent coin or a $300 coin.

All 1966 Australian 50 cent coins were minted in Canberra. They have the distinction of possibly being the most hoarded coin in Australia.
The silver and the nickel 3 cent coins minted in 1865 are 2 different coins and look different. The silver 3 cent coin minted in 1865 has a star on the obversed [heads] side of the coin and the reverse [tails] side has a large letter "C" with a Roman Numeral III [3] inside of it. This coin is smaller than a present day dime. The nickel 3 cent coin minted in 1865 has on the obverse [heads] side of the coin an image of Lady Liberty facing left while the reverse [tails] side of the coin has a large Roman Numeral III [3] surrounded by a wreath. This coin is the same size as todays dime.
You need to be much more specific. The value of a Kuwaiti coin will depend on the denomination, the year and the condition. Without knowing these three things about the coin, its impossible to tell you if you have a coin worth hundreds of dollars or a coin worth less than a cent.
The mint mark on the Lincoln cent is under the date on the obverse of the coin, it can only be a "D" or "S" no other mint marks are used.
It is really hard to describe what a proof coin looks like in text. But the coin will have mirror-like fields (the part of the coin with no design) and will be exceptionally well struck. All bands on the reverse of the coin should be distinguishable and separate. A 1941 proof dime is worth quite a bit and should never be handled with your hands as the oils will damage the delicate surfaces. Instead, if you think you have a proof coin, take it to a coin dealer and he will tell you if it is indeed a proof dime or merely a business strike coin.
Find a good reference book at your library and compare the pictures to your coin. You can also probably find some good examples with an images search on Google.
