You can tell if a fluorescent bulb is bad by checking for flickering, dimness, or a delay in turning on. If the bulb is making buzzing or humming noises, or if the light is inconsistent, it may also be a sign that the bulb needs to be replaced.
Signs that a high-pressure sodium bulb may be going bad include a decrease in light output, flickering or inconsistent illumination, or a change in color temperature (turning more pink or purple). If the bulb fails to turn on or requires frequent replacement, it may be time for a new one.

It could be a bad bulb, it could be bad wiring, it could be a bad switch.
Bad or broken bulb OR bad seal to cover that protects the bulb.

Have you tried changing the bulb ? maybe the bulb is bad
under hood pull up plastic panel where bulb is bad. turn bulb left or right till is releases. disconnect wire and replace. remember not to touch bulb itself. if you do clean bulb with alcohol wipe and install.

I have seen it both ways. Usually it is the bulb which is a few bucks. The ballast will cost more and could cost $15-$30 bucks depending on type. If you have another bulb that is working, swap it with the flicker light and see if the problem goes away. If the swapped bulb works, I always put the bad bulb in the fixture where the good bulb came from. If the bad bulb now works, you could have a seating problem with the bulb. If it flickers, replace it.
The bulb has two filaments in it. 1. The parking light filament might be burned out. 2. The ground connection to the bulb might be bad (corroded socket?). This will make that signal light flash oppositely to the other signals when the headlights are on.
