Using a pH meter (measures the H ion [H+] concentration in an aqueous solution) is a typical way to determine whether a solution is an acid or a base. On the pH scale (Range = 1-13) 7 is considered Neutral (neither Acid or Base). A solution with a pH <7 are Acids, while those with a pH >7 are Bases.

First is by universal indicator or Phenophtalein or by litmus paper

How by litmus paper-

Take blue litmus paper if the substance changes it color to red then it is acidic. If it doesn't then it is basic.

Take red litmus paper if the substance changes it color to blue then it is basic and if it's color doesn't change then it is acidic.
