You can tell if an atom will form a positive or negative ion if the number of electrons (which have a negative charge) is greater then the number of protons (which have a positive charge), or visa versa.

If there are more electrons, the atom will form a negative ion, but if the atom has more protons, the atom will form a positive ion.
