You would compare what they say with what relevant passages from The Bible say to see how wide (how many books, how many authors) support them and what other passages oppose them. In doing so, you have to ask how the people to who the passages were written would have understood them, and also interpret them according to their literary type (history as history, poetry as poetry, etc).

If the doctrine don't line up with the whole Bible and not a fraction then it is biblical.

Another answer:

If by "new doctrines" you mean "different" from Bible doctrine, then no, it cannot be biblical.
