He keeps breaking up with you because he fears that you will be the only person he would be with and most guys cant think about having only one person for a long period of time. He is using you because he knows that you will always be there when he decides to break up with you just so he can have some fun then when he realizes that he wants a relationship he comes back. If you love him you need to talk to him and tell him that if he breaks up with you again you wont be there for him when he decides to come back. That way your heart can stop getting broken.
