Remove the fuse and check it with a ohm meter. If you have no ohm meter then just replace it with a new fuse.
check to see if the fuse for the fan is blown. it should be under youer car hood
circulating fan is probably not working when car is moving it works with outside airflow, check for blown fuse

There is probably shorted wiring, or the fuse is blown. Depending on the model year and make, the fuse box can be located under the driver side dashboard, or under the hood. I suggest buying a $10 test light and testing all your fuses, that way u can tell if it bad wiring or a bad fuse. It could also be a broken fan belt

Main fuse panel is on the drivers side underneath the dash board,your manual should point out which fuse if for the blower? I had the same problem and checked out the fan connected directly to the car battery,the fan turned on so i checked the fuse and it was blown. Same thing on my sisters car,she has a Mustang.Her problem was a corroded plug,i cleaned it with an emory board and take took care of the problem?
You can buy fuses at any car parts store. However, there are many reasons that a fan won't run. A fuse is NOT the mostly likely cause of a fan not running. Additionally if the fuse is blown there is another problem causing the fuse to blow. I would recommend having the problem looked at by someone with some experience in car repair before buying anything to fix the problem.

Check the fan fuse. If the fan does not work on any speed then the most likely cause is either a blown fuse or a bad blower motor.
