You may not be able to tell for sure but you may be able to eliminate some sources. Rule out natural phenomenon, like stars or meteors. Then man-made technology. After everything else has been ruled out, then explore the possiblity of alien craft.
You may have some luck if you call the closest military base. They may be able to shed so light on the mystery lights.
